FRANKLIN — Mary Lombardi is completely blind and has difficulty hearing. Over the past few years, she has been in and out of nursing homes multiple times. Sitting on her sun porch, however, she is comfortable.
Lombardi, 97, has lived in her Franklin home since 1970. The walls and shelves are adorned with pictures of her family, which includes three children, six grandchildren and four great-grandchildren. Her house is the place she loves and the place where she wants to spend the rest of her life.

Advocacy groups for these citizens have recently taken to the State House to call for increased public funding for home care programs.
In their calls for increased funding of home services, Mass Home Care is not asking for more state spending, but rather having money shifted away from nursing homes and towards helping people in their own houses. Norman said that this move would be a more effective use of state dollars.
