Hampshire County Council says protecting vulnerable adults is a top priority, and is asking people to be on the lookout.
It comes is part of an ongoing drive to raise awareness of abuse of older people.
Councillor Felicity Hindson, who is in charge of adult social care, said: 'We have clear
policies and procedures in place for dealing with suspected abuse, and facilitate training and awareness-raising to encourage people to report suspected abuse of vulnerable adults.
'However, we can only act upon the reports of abuse that are directed to us.'
Financial abuse represents about a quarter of all referrals in Hampshire.
The council has set up a group with representatives from the police, banking and legal professions to deal with cases.
Social care chiefs have also set aside cash to continue working with Daybreak – a voluntary group that sets up family conferences to help victims of abuse decide their own future.
And an extra £600,000 has been ploughed into tackling elder abuse by Hampshire County Council and 18 new staff appointed.
Cllr Hindson added: 'Safeguarding adults is our top priority at all times.
'We would urge anyone who has any concerns regarding people resident in Hampshire to report them to Hampshire County Council.'
