Elderly Victim Has Millions Stolen, LBPD Seeks Public’s Assistance Locating Suspect (USA)

Long Beach Police Department is seeking the public’s help in locating a female suspect wanted for elder financial abuse, after stealing millions of dollars from a 74-year-old woman.

The suspect, identified as 54-year-old Li Ching Liu , who also goes by Susan Liu, of Temple City, California, is accused of stealing millions of dollars from a seventy-four year old Long Beach resident.

By January of 2002, the victim had accumulated a personal fortune from investments in commercial real estate. The victim, who is unmarried and without any children, was independent, sociable, in good health, and financially savvy.  She has an extended family network and utilized several professionals (attorney, accountant and insurance agents) for her business affairs.
In February 2002, the victim suffered a debilitating stroke and required 24-hour care.  The victim hired Li Ching Liu to assist her with daily activities.  Within one year, the suspect had begun keeping the victim isolated from her family and professional business contacts.  Over the next six years, the suspect accessed the victim’s bank accounts and had withdrawn large amounts of cash.  The suspect also arranged the sale of a profitable Westminster strip mall the victim had owned and relied upon for monthly income.  The suspect purchased jewelry, a Porsche SUV, and a single story house in Temple City.   Numerous checks were also issued to Liu’s 58-year-old boyfriend, co-defendant Abolfath Okhovat, of Thousand Oaks, and Liu’s 29-year-old son and also a co-defendant Yun Shih, (alias – Alan Shih) of Temple City.  Co-defendant Shih used the victim’s money to pay for his USC college tuition and to purchase a BMW vehicle.  In 2009, both co-defendants were convicted of financial elder abuse in this case.
Investigators believe Liu has fled the Long Beach area, and is likely hiding in the greater Los Angeles area.  Liu may be enrolled with a local nursing school and/or providing caretaking duties to other seniors.  The investigation revealed that Liu appears to have a gambling habit and frequents several casino establishments including Pechanga, Harrah’s, the Bicycle Club and Pala.
Liu is described as a female Chinese, 5’ feet 4″ inches and weighing approximately 150 pounds.  Investigators determined that Liu’s last known address was located in Temple City, California, a residence she shared with the both co-defendants.  Long Beach Superior Court has issued a $2.5 million felony arrest warrant for Li Ching Liu.
